How to verify a Chinese mobility scooter manufacturer
B2B / Procurement September 6, 2026

The global mobility scooter market is dominated by Chinese manufacturers: more than 70% of the units sold in Europe and Latin America come from factories in Zhejiang, Guangdong and Jiangsu. But not every Chinese supplier is a manufacturer: many are trading companies that resell third-party product without quality control. For a B2B buyer — distributor, private label, importer, rehabilitation center — telling a real industrial partner from an intermediary is the decision that defines the next 5 years of your business.

This guide summarizes the 7 trust signals and the 5 warning signs our team uses when evaluating a Chinese supplier. They are the result of 13 years exporting mobility scooters to more than 30 countries, managing thousands of containers and handling complaints (and praise) from importers in Europe, Latin America and North America.

The 7 Trust Signals of a Real Manufacturer

1. More than 10 years exporting with verifiable certifications

A serious manufacturer can evidence at least a decade of export track record. The relevant certifications for mobility scooters are: CE (EN 12184), ISO 9001, ISO 13485, RoHS and UN38.3 (for lithium batteries). The certificate must be issued in the factory's name, not a trading company. You can verify its validity directly with the certifying body (TÜV, SGS, Intertek, BV).

2. Its own export documents

A factory holds its own export license and issues documents under its own name: commercial invoice, packing list, certificate of origin (Form A / RCEP / EUR.1), BL or AWB. If the company selling to you asks you to sign contracts under a different name from the one on the quotation or website, that is a sign of a trading company — and that is not necessarily bad, but you must know who you are really negotiating with.

3. Its own factory with live video or visit possibility

A true manufacturer invites you to a WhatsApp/WeChat video call showing the production line in real time, or accepts on-site visits by prior appointment. Ask about the factory floor area, number of assembly lines and monthly capacity. A mobility scooter factory usually has between 10,000 and 50,000 m²; less than 3,000 m² is generally small-scale assembly.

4. Paid samples with trackable shipping

A real manufacturer's samples are charged and shipped via DHL / UPS / FedEx with a tracking number. If they offer free samples with no commitment, or ask you to pay the sample by transfer to a personal account, it is not a serious manufacturer. Free samples in volume, without a formal quotation, are usually a trading tactic to capture contact data.

5. Verifiable certificates, not just PDFs

A real certificate has a registration number, an issue and expiry date, and appears in the certifying body's databases. Always request the PDF, but also the certificate number, and verify online (the main certifiers have public portals). If they only give you a PDF without a number or verification option, be suspicious.

6. Support in your language and written SLA

A serious B2B manufacturer offers service in the languages of its target markets (Spanish, English, Italian, Portuguese, etc.) with response times defined in writing (for example: quotation response within 24 business hours). If they only speak Chinese and reply automatically on WhatsApp without a clear SLA, they will hardly be able to manage a quality claim later.

7. Verifiable customer cases and testimonials

Ask for 3 references from customers in your country or similar countries. A real manufacturer provides them because it knows that long-term relationship is worth more than a one-off sale. If they refuse or only show generic testimonials without company or country name, do not trust them.

The 5 Warning Signs

1. They have no verifiable certifications

"We have CE" with no certificate number, no identifiable certifying body, no validity date. A fake CE certificate causes rejections at European customs and can cost you the entire container (more than USD 15,000 in direct loss).

2. Price far below the market

If a 4-wheel scooter with a 50Ah lithium battery is offered to you at USD 350 — while the market price is USD 600-900 — you are facing a recycled battery, missing certifications, or a trading company that will fail you on the first large order. Too low a price is the clearest risk signal.

3. Free samples without a formal process

"I will send you a free sample, just pay shipping" with no contract, no sample agreement, no invoice. This is aggressive lead generation practice, not a manufacturer. Serious manufacturers charge the sample and invoice it as such — that money is deducted from the first formal order.

4. They change brand or name every year

If the company you negotiated with last year no longer exists, or if similar names appear (Ruidi Vehicle / Ruidi Mobility / Ruidi Industrial) without a clear relationship, you are facing a trading company that changes its legal name to evade responsibility. Always look for the business registry (Unified Social Credit Code) in the Chinese national credit system.

5. Only WhatsApp, no verifiable company data

If they only give you a WhatsApp number without a physical address, without an export license, without a company name on invoices or contracts, you are not negotiating with a manufacturer: you are negotiating with an informal reseller. A real Chinese factory has an address, a landline, a website with its own domain and a presence on corporate networks.

Quick Checklist for Your Next Meeting With a Chinese Supplier

  • Are the CE/ISO certificates in the factory's name and verifiable?
  • Can I do a live video call through the factory?
  • Are samples invoiced and shipped by trackable courier?
  • Will they give me 3 customer references in my country?
  • Do they have Spanish/Italian/Portuguese support with an SLA?
